Startear is an archmage who takes residence in the wizard's tower, should the PC decide to build it.
"This wizard wears a strange outfit that marks him as someone who comes from far, far away from the Sword Coast."
Note that you must speak to Startear first, before instructing Master Veedle to construct tower upgrades, in order for the Wizard Tower upgrade to be available. While Zhjaeve will advise against pursuing his employ, there appear to be no ill effects from doing so.
