Freedom of Movement is one of the more exploitable spell effects in the game because it makes a blanket immunity to ANY form of move speed decrease. This blocks things it should (like entering a Web spell area) but also blocks all manner of movement speed decrease it shouldn't, such as the -10% movement speed penalty caused by the Barbarian's Rage wearing out and elaving him Fatigued.

By making checks to see if targets of offensive spells have the Freedom of Movement spell in effect we can remove move speed decreases from the spell's impact before applying it. This allows us to then remove the blanket move speed decrease immunity of the Freedom of Movement spell and the potential exploits with it. This will not stop the Freedom item property from still offering this effect (to the best of my understanding) so this is only half a fix for a game module which allows powerful immunity items such as Freedom.
