Touch range spells

These spells require the caster to touch the target to be affected by the spell. Willing targets are automatically affected by the spell. However, the caster must make a successful touch attack on unwilling targets for the spell to function and even then the target may be entitled to a saving throw to reduce or ignore the effects of the spell.
